MESSAGE FROM THE PRESIDENT

 

 

Dear members,

As we draw towards the end of the year, I would once again like to thank you for the confidence you placed in me by electing me President of the Union Cycliste Internationale at the UCI Congress in September.

My first three months at the head of the UCI have been rich on both a sporting and administrative level.

Rapidly after my election, I had the privilege of travelling to visit sports heads of several countries and regions, including the Presidents and representatives of the Caribbean Region, China, Kazakhstan, Luxembourg, Italy and most recently, Uzbekistan where I was this week.

I am delighted that, with the agreement of the UCI Management Committee, we have been able to allocate Solidarity Funding of CHF 100,000 to Caribbean countries which were devastated by the hurricanes in September. This will help them maintain their cycling activities in these difficult times.

On the sporting side, the first UCI Urban Cycling – regrouping BMX Freestyle Park, Trials and Mountain Bike Eliminator – were a tremendous success. We received very positive feedback from both the athletes and fans who were part of this inaugural event in Chengdu, China.

China also hosted our magnificent UCI Cycling Gala, which rewarded the year’s greatest achievements in professional road cycling. Organised in partnership with Wanda Sports the Gala took place in Guilin just hours after the finish of the last stage of the GREE – Tour of Guangxi, the final event of the 2017 UCI WorldTour. I would like to take this opportunity to thank the Chinese Cycling Association for its support in the staging of these events.

The final UCI event of the year was the 2017 UCI Indoor Cycling World Championships in Dornbirn, Austria. Bringing together the world’s best specialists in cycle-ball and artistic cycling, this event was once again a spectacular and breathtaking demonstration of balance, grace and sheer mastership of the bicycle.

Turning to mountain bike, it is fantastic to have a new official partner in Mercedes- Benz Vans, which in 2018 becomes presenting sponsor of the UCI Mountain Bike World Championships and title sponsor of the discipline’s World Cup series.

The UCI Athletes’ Commission has now been finalised and had its first meeting at the UCI headquarters last week. My congratulations go to cyclo-cross representative Katerina Nash, who was elected President of the Commission by her peers. I am delighted to have such an inspirational athlete in this important role and look forward to proposing her co-option to my Management Committee colleagues at our next meeting in Valkenburg-Limburg (the Netherlands) at the beginning of February.

All the UCI Commissions have now been renewed and their compositions can be found on the UCI website. All 21 Commissions are made up of dedicated, professional and highly-regarded people who will work together for the good of our sport, and I thank them for their commitment.

It has been a busy and rewarding three months, and I take this opportunity to thank all National Federations for your tireless work in favour of cycling. I look forward to continuing to work with you all throughout 2018 and beyond.

Katerina Nash elected president of the UCI Athletes’ Commission
We are pleased to announce that the UCI Athletes’ Commission has, in meeting for the first time under its new composition on Tuesday 12 and Wednesday 13 December at the Federation’s headquarters in Aigle, Switzerland, elected the Czech rider Katerina Nash as its President.

Nash was elected to the Athletes’ Commission as the cyclo-cross representative at the discipline’s UCI World Championships, held on 28-29 January 2017 in Bieles, Luxembourg.

A former cross-country skier and also a cross-country mountain bike specialist, the Czech rider has appeared at five Olympic Games (two Winter and three Summer). She has won two UCI Cyclo-cross World Championship bronze medals, in 2011 and 2017, as well as one silver (2016) and two bronze (2010 and 2014) in the team relay at the UCI Mountain Bike World Championships. She also has a degree in business.

During the two days of discussion, the athletes expressed their desire to be more involved in the different meetings organised throughout the year, notably at competitions, all the while recognising the good relationship between the riders and the UCI.

The members of the Commission acknowledged the efficiency of the UCI’s work in promoting its events, particularly with the live broadcast of races, something which they would like to see more widespread, if possible.

The important theme of safety was also brought up, with the members confirming their availability to help the UCI in its ongoing efforts in this domain.

Concerning competitions, the athletes were happy with the significant development of women’s cyclo-cross and the quality of the organisation of the first UCI Urban Cycling, which were held in Chengdu, China.

Finally, the members emphasised the importance of cycling for all in the promotion and development of their sport, and were enthusiastic about the idea of acting as ambassadors for their respective disciplines.

ROAD

UCI WorldTeams and UCI Professional Continental Teams for the 2018 season
A few days ago, a press release was published confirming the number of UCI WorldTeams and UCI Professional Continental Teams that are registered for the 2018 season. The peloton will have 18 UCI WorldTeams and 27 UCI Professional Continental Teams next season; the list can be found by clicking here.

Registering UCI Continental Teams and UCI Women’s Teams for the 2018 season
Following the decision to bring forward the deadline for submitting UCI Continental Teams and UCI Women’s Teams registration forms, we would like to thank the National Federations for their cooperation. The list of UCI Continental Teams and UCI Women’s Teams will be published on the UCI website in early January.

Licences for the 2018 season
We would like to draw the attention of National Federations to the fact that the physical licences, which has been modified for 2018 must mention one of the functions listed under Article 1.1.010 of the UCI Regulations. The licencees issued for the General Manager, Sports Director, Coach require a particular attention as they are required as part of their UCI team registration. Furthermore, the rider agent licence also needs to be highlighted given that it is a necessary condition to act as a rider agent.

We intend to make use of this opportunity to inform you that in the new UCI licensee management tool (UCI DataRide) for the 2018 year, the UCI only requires the general roles as Federation, Rider or Team Staff for the licensees. Nevertheless, this does not prevent the National Federations to issue a more precise function as Sports Director on the physical licence.

We encourage you to book accommodation for your athletes and staff well in advance in order to benefit from the best possible deal.

TRACK

2017/2018 Tissot UCI Track Cycling World Cup
5th round
Minsk (Belarus), 19th-21st January 2018 – registration system open from Friday 8th December 2017 at 12:00 (CET) to Sunday 31st December 2017 at 12:00 (CET).

Staff – Team Leader contact information
We would like to remind you that during staff registration, contact information (telephone number and email address) for the Team Leader must be completed with the utmost care, in order to guarantee swift communication if required.

Eligibility
We would like to remind you that to be eligible, athletes must have at least 250 UCI points, either in the qualification rankings of 15th September 2017 or in the most recent rankings, in accordance with Article 3.3.004. Rankings are updated every Tuesday.

The minimum points requirement does not apply to participation in the individual pursuit or the kilometre/500m.

All details concerning accommodation and transport at World Cup events are available in the respective information bulletins, which can be found here.

2018/2019 Calendar
The 2018/2019 International Track Cycling Calendar will be published after the UCI Management Committee beginning of February.

2018/2019 Track teams – Registration forms and instructions
Registration forms and instructions for registering a Track team for the 2018/2019 season have been sent to National Federations, and are also available on the UCI Extranet. National Federations should email forms, together with all other required documentation, to track@uci.ch by Monday 6th February 2018.

2018-2019 Tissot UCI Track Cycling World Cup
The 2017-2018 Tissot UCI Track Cycling World Cup will come to an end in Minsk in January, and between now and then the UCI will be working hard to confirm the six rounds that will make up the 2018-2019 Tissot UCI Track Cycling World Cup calendar as soon as possible.

MOUNTAIN BIKE

UCI announces Mercedes-Benz as official Mountain Bike partner
The UCI and Mercedes-Benz Vans are delighted to announce their partnership, which will see the German manufacturer become the top-tier partner of the Mountain Bike discipline.

For three years, beginning in 2018, Mercedes-Benz will be presenting sponsor of the UCI Mountain Bike World Championships and title sponsor of the UCI Mountain Bike World Cup.

2018 UCI Mountain Bike Teams and regulations
The registration procedure for 2018 Mountain Bike Teams is now available. The deadline for registration and payment is January 15th 2018.

The application process for UCI Mountain Bike Teams is as follows:
UCI Mountain Bike Endurance Teams can only apply for registration if the team at least 75 points in the UCI Endurance Team Ranking and/or the UCI Individual Ranking (riders’ individual points) of 31 December, calculated as per Article 4.7.006.

UCI Mountain Bike Gravity Teams can only apply for registration if the team is ranked with 1 point in the Gravity Team Ranking and/or the final individual World Cup standings of the previous year and the World Championships results, by attributing points as per the table in Article 4.9.002.

2018 UCI BMX World Championships
The 2018 BMX World Championships schedule has been published on the UCI website.

Reminder – 2018 BMX World Teams Registration
For the second year running, the UCI will allow BMX teams to register with the UCI. These teams will receive the same rights during UCI BMX Supercross World Cup events as national teams. All relevant documentation is attached. The deadline for registration and payment January 15th, 2018.

BMX FREESTYLE

UCI BMX Freestyle App
For the first time ever, BMX Freestyle riders have a direct outlet to attract the attention of the industry and their peers. The UCI BMX Freestyle App allows any rider to upload videos of their skills, and feeds them to athletes in their geographical area, as well as to Pro Judges for the ultimate recognition and reward.

The UCI BMX Freestyle App welcomes all riders, no matter their current skill level or rank. This App is a centralised community that can be accessed from any smartphone or tablet for the latest news, digital entries for competitions and rider rankings. The App is a tool created for National Federations across the globe to launch a BMX Freestyle grassroots, member-based organisation.

The UCI BMX Freestyle App is available for Android (Google Play) and iPhone (App Store).

CYCLO_CROSS

2018 UCI Cyclo-cross World Championships
The 2018 UCI Cyclo-cross World Championships will take place in Valkenburg (NED) on 3rd-4th February 2018. You will find all relevant information related to this event on the UCI website:
In the Competition guide, you can find information such as the official programme, course maps, rider registration, accreditation, event regulations, etc.
The Online Rider Registration system will be open from 18th January 2017 to 26th January 2018 (12:00 CET). Rider registration for this event can only be made by the relevant National Federation.
The Online Accreditation system is already open and will close on 25th January 2018 at 12:00 CET.
The Organising Committee of the 2018 UCI Cyclo-cross World Championships can provide some cabins for National Federations at the Teams parking area upon request only: please contact koen@pro-cycling.be before 18th December 2017.
2017/2018 Telenet UCI Cyclo-cross World Cup
Registration deadlines
Sunday 21st January – Nommay Pays de Montbéliard (FRA)
Registration will open on Thursday 11th January and close on Monday 15th January.
The entry list will be published on Tuesday 16th January.
Round 8 in Nommay (FRA)
The Organising Committee is offering Teams and National Federations some help in preparing their journey to Franche-Comté: for a list of recommended hotels (parking, food, and cycling-specific wash facilities) or for the (free) allocation of parking spaces at the race venue please contact: ent.ccino@wanadoo.fr.

2018 Cyclo-cross National Championships
We would like to remind National Federations that their Cyclo-cross National Championships must be registered with the UCI before the date of the race. Please also check the registered race categories on the UCI website in advance; if a correction is needed, please contact offroad@uci.ch.

All National Championships results must be uploaded via the UCI DataRide system: if there are any questions, please contact support.ucidata@uci.ch.

2017 UCI Masters Cyclo-cross World Championships
These Masters World Championships have been organised in Mol (BEL) for the second year in a row. The 2017 event had a record participation with 517 riders, including 68 women, representing 24 nations. As per last year, Great Britain dominated the medal table with six golds, ahead of the USA (four) and France (three). Mol will again welcome the Masters Worlds next year, on 30th November 2018-1st December 2018. All statistics and results are available here.

UCI Cyclo-cross Teams
We would like to remind UCI Cyclo-cross Teams registered for the 2017-2018 Cyclo-cross season, and the corresponding National Federations, that:
For riders whose contract ends on 31st December 2017 due to local regulations, the renewal contract must be sent to the UCI. Without such renewal, the rider will be removed from the Team’s list of riders on the contract end date.

The design and sponsors of a Team’s jersey can be changed until 1st January 2018, but the new design must be submitted to the UCI before.

PARA-CYCLING

Coaching seminar in Izu (JPN)
As stated in the last newsletter, the UCI organised a training course for Level 1 coaches – designed specifically for para-cycling – on 14th-17th November in Izu, Japan.

The course took place alongside a C1 Track para-cycling event, and targeted coaches from the Asian continent with the aim of developing the discipline, particularly with the 2020 Paralympic Games in mind.

Eight coaches took part in this course, including one from Pakistan, Ms Ayesha Zaman, who became the first women from her country to participate in a UCI coaches’ course.

As well as Japan, the other coaches came from Thailand and Singapore.

2018 UCI Para-cycling Track World Championships – Rio de Janeiro, 22nd-25th March 2018
Despite the recent fires that damaged the roof of the velodrome in Rio, the Organising Committee has been working hard to ensure everything returns to normal.

An UCI staff team visited on 5th-6th December to support the Organising Committee and to check on the progress of preparations for the upcoming 2018 UCI Para-cycling Track World Championships.

The damage caused by the first fire in July will soon be firmly in the past, and thankfully last month’s fire caused only minor damage, and did not affect the track. As far as the organisation is concerned, preparations are going well, and are on schedule.

Quotas for each nation are published on the UCI website.

INDOOR

2018 UCI Artistic Cycling World Cup
The 1st edition of the UCI Artistic Cycling World Cup will be launched on 10 February in Prague (CZE). All World Cups dates can be found on the UCI website.

A specific set of regulations for the World Cup has been added to the UCI Regulations – Part 8 Indoor Cycling – Artistic Cycling.

2018 UCI Cycle-ball World Cup
The calendar is now confirmed and is available on the UCI website.

Seven legs in total will be held between April and November with Altdorf (SUI) being the first hosting venue on 8 April. We are pleased to see Asia represented in the calendar with Hong-Kong joining the Series as the non-European tournament for next season. The Final will be held in Klein-Gerau (GER) on 19 January 2019.

Ahead of the 2018 UCI Cyclo-Cross World Championships in Valkenburg-Limburg, a reminder about the bicycles allowed is provided below:

UCI Regulations – Equipment
Chapter 3 of Part I of the UCI Regulations deals with Equipment.

Frames, forks and wheels approval
Since 1st January 2011, all the frames and forks used in competition are subject to prior approval by the UCI. It is essential that Federations and riders ensure that the bicycles intended for use have the UCI labels on them. If this is not the case, it is necessary to contact the manufacturer of the bike and the UCI Equipment Unit. Under no circumstances will non-approved bicycles be allowed in competition. The list of approved frames and forks can be found here.

The wheels used in cyclo-cross races must also be approved by the UCI. The list of approved wheels under the protocol applicable since 1st January 2016 can be found here, and list of approved wheels under the previous protocol can be found here.

Bicycle minimum weight
Section 1.03.11 onwards specifically concerns the measurement of the bicycle and also stipulates its minimum weight as 6.8kg.

COMMISSAIRES

A Mountain Bike International Commissaire course took place at the UCI on 19th-24th November and was delivered by two UCI Tutors – Mrs Fulvia Tosi from Italy and Mr Michael Drolet from Canada.

The class was completed by Mountain Bike Elite National Commissaires from 16 countries. Following a successful theoretical exam, candidates will be invited to pass their practical assessment during Mountain Bike International events in 2018/2019.
