MESSAGE FROM THE PRESIDENT

Dear members,

The new year has begun, and last week I had the great opportunity to attend what is now known as the road season opener: the Santos Tour Down Under, in Adelaide, Australia. Celebrating its 20th edition, this was once again a stunning opening to the UCI WorldTour, and I commend the efforts of all involved in making the race such a success. I was also fortunate to address the Legends’ Night Dinner which united nearly all the former Tour Down Under winners.

Another reason for my visit to Australia was to attend the Oceania Cycling Confederation Annual General Meeting. I was able to address the National Federations present and exchange with the various stakeholders which support the development of cycling on the continent. The outcome was extremely constructive, and I can only look forward to the work we will deliver together with the support of the Confederation.

Moving forward with my ambition to make cycling a sport of the 21st century, the UCI team is currently adapting my programme “Our Passion” into what will be the UCI’s Agenda 2022.  This Agenda 2022 will be the UCI’s strategic roadmap for the next four years, with clear recommendations on what we aim to deliver on the 16 topics and the 45 sub-topics outlined in the five key areas of my programme. I will have the opportunity to present the UCI Agenda 2022 to the Management Committee in June, when I will detail the full deployment strategy to be put in place from September.

In the meantime, many other urgent matters are being addressed, not least actions to combat the threat of technological fraud which you will be hearing more about very shortly.

Our work to develop women’s cycling is another of our immediate priorities and, in the presence of the Presidents of the African and the Asian Cycling Confederations, I was delighted to begin the year by receiving, on behalf of the UCI, a prestigious award in recognition of our work in this area. The award ceremony was preceded by a brilliant and well-received presentation from the UCI’s Acting Director General Amina Lanaya.

Our National Federations and Continental Confederations are the backbone of our sport, and we will be strengthening our aid to Federations in the months and years to come via our Solidarity Programme. As far as the training of athletes and coaches is concerned, this aid will include reinforcing the activities of the UCI World Cycling Centre (WCC) and setting up new UCI WCC satellites on different continents. We will also encourage and foster cooperation between country members to ensure a united and stronger sport.

I am greatly looking forward to working with you all to further develop cycling at all levels and in all regions of the world, and would like to extend my very best wishes to all of you for 2018.

The 2018 List of Prohibited Substances and Methods has now come into effect

The 2018 List of Prohibited Substances and Methods (List) came into effect on 1stJanuary 2018.

Please make sure that all stakeholders, particularly your athletes and their entourage, are aware of the 2018 List and its changes by consulting it online.

To view the changes made in the 2018 Prohibited List as compared to the 2017 version, please see the 2018 Summary of Major Modifications and Explanatory Notes.

While, ultimately, the athlete is responsible for knowing what substances and methods are on the List and for the substances in his or her body, let’s make sure that we do everything we can in this regard to help them to stay clean.

2018 UCI Road World Championships
Accommodations
We encourage you to book accommodation for your athletes and staff well in advance in order to benefit from the best possible deal.

The region of Tirol offers a wide range of accommodation; more information about accommodation can be found here, or by emailing welcome@innsbruck-tirol2018.com.

Important: Regulation Changes as from 1st January 2018
We would like to remind you that the 2018 Financial Obligations have been published, and that the UCI Regulations for Road Races have been amended as from 1st January 2018. The main amendments cover the following topics (non-exhaustive):

  • Maximum and minimum number of riders in a race and per team (maximum 176 for the vast majority of races);
  • New regulations relating to inflatable structures on the road during events;
  • It is the organiser’s responsibility to provide the list of followers in the race convoy, and their license numbers;
  • Changes to the times for Team Managers’ meetings at UCI WorldTour events;
  • Clarification of the so-called “three-kilometer rule”, and revision of the rules on riders outside of the time limit;
  • Several rules concerning teams’ registration, in particular the bank guarantee and different model contracts;
  • Possible extension to the registration period for trainee riders, where events start at the end of July and finish in August;
  • Publication of the Joint Agreement signed by the associations representing riders (CPA) and teams (AIGCP), coming into effect on 1st January 2018.

Publication of 2018 UCI Road teams
The lists of UCI Continental Teams and UCI Women’s Teams have been published, as well as the rankings to be used for invitations. Some cases are still unresolved, and those teams will be published once the missing documentation is received; they are not currently included in the rankings mentioned above. We would be grateful if National Federations could ensure that the information posted on the UCI website is accurate, and if necessary, contact us again.

Sport Director course
The sport director course (2017 session) will take place on 22nd-25th January 2017. Fifty sport directors will be in attendance at the World Cycling Centre in Aigle (SUI), with one session in English and one in French. May we remind you that, in accordance with Article 1.1.077 of the UCI Regulations, the sport director and any assistant sport directors of UCI World Teams and UCI Professional Continental Teams must have passed the UCI examination – they cannot be registered as sport directors with UCI, nor lead any team in a UCI race, until they have done so.

Rules of participation and requirement of disclosure of affiliated teams and main sponsors/paying agents/representatives of joint teams
Please remember that article 2.2.001 of the UCI Regulations prohibits teams with the same paying agent or main partner from competing in the same race.

Similarly, UCI WorldTeams and UCI professional continental teams cannot take part in the same event with their registered development team.

In this regard the UCI has updated the table detailing existing links between teams.

In addition, an amendment to the regulations was made on 25th October 2017 and requires National Federations to declare to the UCI any affiliate club teams that share a paying agent, team representative or main partner with a UCI team.

With a view to bringing this provision into effect, we request all National Federations to provide such information before 15th February at road@uci.ch and to ensure we are informed immediately of any developments in this respect over the course of the year.

TRACK 

The 2018/2019 Track calendar will be published following the UCI Management Committee meeting in February, and will be available here.

Events can still be added to the calendar at a later date, however, a late registration fee may be payable (see Article 3.8.001ter). All forms and procedures can be found on the UCI Extranet.

2018/2019 Track teams – Registration forms and instructions
Registration forms and instructions for registering a Track team for the 2018-2019 season have been sent to National Federations, and are also available on the UCI Extranet. National Federations should email forms, together with all other required documentation, to track@uci.ch by Monday 6th February 2018.

2018 Tissot UCI Track Cycling World Championships – Apeldoorn (NED)
Quotas
The qualifying quotas for the 2018 UCI Track Cycling World Championships presented by Tissot are now available on the UCI website via the link below.

Additional quotas for Continental Champions, World Champions and Olympic Champions – in accordance with Articles 9.2.025, 9.2.026, 9.2.027 et 9.2.027bis – are also available here.

Unused quotas
We would ask National Federations to the inform the UCI (via track@uci.ch) as soon as possible if they do not wish to take up their quotas, so that we may inform the reserve nations.

Registration
Online registration for riders participating in the 2018 UCI Track Cycling World Championships presented by Tissot must be done via the UCI Online Registration System between Friday 26th January and Sunday 11th February 2018, midday (CET), at the latest.

Staff accreditation
Each participating Federation must register all members of their delegation via the Online Accreditation System by midday (CET) on Sunday 11th February 2018.

The same login/password should be used for both online systems.

The number of accreditations available will depend on the number of athletes participating in the World Championships. However, each nation may have no more than 29 accreditations. More information can be found in the Event Manual here.

Official accommodation
We strongly encourage teams to book accommodation by contacting anna.cox@cseplc.comfrom CSE, in order to benefit from the best possible deal.

Nations’ Forum
During the 2018 UCI Track Cycling World Championships presented by Tissot, the UCI will hold its first-ever Nations’ Forum for track cycling.

This forum is for team leaders and trainers from all nations and aims to create a platform for debate, where items including the latest regulation amendments and the qualification system for the 2020 Olympic Games will be explained in greater depth.

Members of the new UCI Track Commission will be in attendance to meet with the important people within the discipline.

This first Forum will take place at the Omnisport velodrome on Tuesday 27th February 2018 at 19:00, after the team leaders’ meeting.

MOUNTAIN BIKE 
2018 Mercedes-Benz UCI Mountain Bike World Cup
Information such as the competition schedule and online registration deadlines for the 2018 Mercedes-Benz UCI Mountain Bike World Cup has been published on the UCI website.

We would like to remind you that you must book your team area with each Mercedes-Benz UCI Mountain Bike World Cup organiser, via a form available on their website, at least one month before the event.

Any team who is wanting to compete in the Mercedes-Benz UCI Mountain Bike World Cup in Stellenbosch can request the booking form by contacting miguel.netto@cape-epic.com.

Rainbow pass for NFs
National Federations requesting Rainbow Passes (accreditation for the 2018 Mercedes-Benz UCI Mountain Bike World Cup season) must make their request directly to the UCI (offroad@uci.ch).

Each Federation is entitled to 6 Rainbow Passes; the badges will not be named.

CYCLO-CROSS
2018 UCI Cyclo-cross World Championships
The 2018 UCI Cyclo-cross World Championships will take place in Valkenburg (NED) on 3rd-4th February 2018. You will find all relevant information related to this event on the UCI website:
In the Competition guide, you can find information such as the official programme, course maps, rider registration, accreditation, event regulations, etc.
The Online Rider Registration system will be open from 18th January 2017 to 26th January 2018 (12:00 CET). Rider registration for this event can only be made by the relevant National Federation.
The Online Accreditation system is already open and will close on 25th January 2018 at 12:00 CET.
2018/2019 UCI Cyclo-cross International Calendar
The 2018/2019 UCI Cyclo-cross International Calendar will be published after its submission for approval to the UCI Management Committee on 2nd February 2018.
PARA-CYCLING 
Online registration dates for World Cup events and the World Championships
The online registration dates for the 2018 World Cup events and World Championships have recently been published on the UCI website. The documentation can be found here.

2018 UCI Para-cycling Track World Championships – Rio de Janeiro, 22-25 April 2018
The competition programme has recently been published on the UCI website and can be viewed here.

This is likely to change slightly once the starting lists are confirmed, but the overall structure of the schedule will remain unchanged.

Information on UCI classification
Regulation amendments covering classification will be published following the UCI Management Committee meeting in early February. These amendments have been made in order to align with the latest IPC Classification Code, to which all international federations must adhere from 2018. The amendments will be published here.

Additionally, attached is a letter informing you of the different updates and procedures due in the coming year. We would ask that you read through these as soon as possible, so that you are fully prepared for the 2018 season.

INDOOR

2017 UCI World Ranking – Cycle-ball
The World Ranking winners’ trophy was presented to the RC Höchst 1 (AUT) team of Patrick Schnetzer and Markus Bröll at the Neujahrs-Radballturnier (New Year tournament) held in Frauenfeld (SUI).

2018 UCI Artistic Cycling World Cup
The international development of Artistic Cycling continues with the launch of the first season of the UCI Artistic Cycling World Cup. The series will begin on 10th February in Prague (CZE), with two further rounds to be held in Heerlen (NED) on 30th June and Hong Kong (HKG) on 12thAugust, before the final in Erlenbach (GER) on 17th November.

Each event will take place across one day, and the five categories – Single Women, Single Men, Pair Women, Pair Open and ACT4 (teams of 4) – will bring together 80 athletes. Results from the 2017 UCI Indoor Cycling World Championships will be used to determine qualification for the series.

The aim of this World Cup is to make the discipline more attractive and encourage new nations to take part. It also supports the international development of women’s cycling (given that the UCI Cycle-ball World Cup is for men’s teams only).

UCI DataRide
Submission of Indoor Cycling results – reminder of procedure
Please follow the current procedure (in place since the beginning of 2017) for the submission of Indoor Cycling results.

We would ask that you please pay attention to this process and make sure that those responsible for submitting your Federation’s Indoor Cycling results are aware of it.

Please note: where results are missing, athletes who participated in the relevant events will not receive any ranking points. Thank you for submitting your results as requested, and for your understanding.

Athlete registration – 2018 season
Information and documentation concerning athlete registration (cycle-ball and artistic cycling) for this season will be sent out by email soon.

This is a unique procedure, and we therefore request that you work closely with your indoor cycling clubs in order to submit all the relevant information, thus allowing UCI ranking points to be allocated more swiftly.

MASS EVENTS 

UCI Gran Fondo World Series set for year of growth in 2018
The 2017-18 UCI Gran Fondo World Series is well underway, with the first four events of the season having been held in the final months of 2017. In total, 21 qualifying events will take place ahead of the UCI Gran Fondo World Championships in September 2018.

Three new events have been added to the calendar alongside one returning event. These are: Tre Valli Varesine (ITA) held in the same region that will host the 2018 World Championships; the Granfondo Antalya (TUR), the first UCI Gran Fondo race in Turkey, offering an opportunity for riders to combine tourism and cycling in a beautiful region; the Granfondo Ezaro (ESP), which sees heroes of Spanish cycling appear at the start of the race, and a challenging finish on Mirador de Ézaro. The returning event to the series is Granfondo Golfe de Saint-Tropez (FRA), will take part in the French mountains inland from the Mediterranean coastline.

The most recent event, the Dubai First Granfondo, part of the Spinneys 92 cycling festival, saw over 2000 cyclists ride on closed roads. It is the biggest cycling event in the Middle East. The next two events in the series, the Tour de Bintan (Indonesia) and the Cyprus Granfondo, will be held on 23-25 March.

While it may now be January, many will already be looking ahead to the 2018 Championships, which will be held in the Italian region of Varese, on 30th August-2nd September. A 22km time trial and a 130 or 103km Gran Fondo (dependent on age category) will be held across a hilly course. All those finishing in the top 25% of their age group in one of the qualification events during the year are eligible to compete in the World Championships.

The expanding series continues to see inspiring events held that bring together thousands of riders to enjoy an incredible competitive, and fun, cycling experience.

COMMISSAIRES

BMX International Commissaire course 2018
The next BMX International Commissaire course will take place during the week prior to the UCI BMX World Championships in Baku (Azerbaijan). The UCI staff soon will start application process following the article 1.1.054. This said, that all the National Federations who have trained ountain BMX Elite National Commissaires in their country, will be invited to submit their candidates. More information will be provided to the concerned National Federations directly by email.

Track Elite National Commissaire course 2018
The next course will take place during the week prior to the UCI Junior Track World Championships in Aigle (Switzerland). This will be unique opportunity for the national commissaires to gain theoretical and practical knowledge working together with experienced International Commissaires during the major junior track event. More information about the course will be provided to the concerned National Federations directly by email.
