MESSAGE FROM THE PRESIDENT | | Dear Members, It is hard to believe that is already one year since I was elected President of the Union Cycliste Internationale in Bergen, Norway. The last 12 months have been extremely busy, fulfilling and rewarding. I would like to take this opportunity to look back at some of our major achievements since September 2017. One of my priorities after my election was to strengthen the credibility of our sport and fight against technological fraud. The appointment of Mr. Jean-Christophe Péraud as Manager of Equipment and the Fight against Technological Fraud accelerated this process and we have been able to strengthen the effectiveness of race checks using different technologies: magnetic scanning, X-ray and thermal imaging. Extensive testing has been carried out at races throughout the year, and all tests have been negative. The place of women in our sport is another priority, and we have made great progress by taking several measures such as with a strict Code of Conduct that will have to be signed by employees of UCI Women’s Teams, equal prize money paid by the UCI for men and women across all disciplines and all UCI competitions, the introduction of a Women Junior category to the Telenet UCI Cyclo-cross World Cup from the 2020/2021 season, a gender equality policy within the UCI administration, as well as gender equality during podium ceremonies. Significant progress has also been made both in governance and the sporting side of women’s cycling in the last few years and our Charter to promote gender equality in cycling will reinforce and further develop this important sector of our sport. Furthermore, the UCI has reinforced its International Relations Department, headed by my Director of Cabinet and International Relations Mrs Marjorie Guillaume, to increase its support to our 190 National Federations. In parallel, we have created the Solidarity and Emerging Cycling Countries Commission, presided by UCI Vice-President Dr Azzam, to strengthen the UCI Solidarity Programme working with a strong UCI World Cycling Centre. In the medical field, the UCI appointed a UCI Medical Director, Professor Xavier Bigard who is implementing a medical policy for athletes, and leading research into harmful effects of different products and methods. We are moving towards banning the use of Tramadol in competition and strict testing for corticosteroids in order to protect athletes’ health. It has been a very exciting year from a sporting point of view with the first ever UCI Urban Cycling World Championships in Chengdu (China). Cycling made history once again during the 2018 European Championships in Glasgow where over 800 cyclists represented our sport in the disciplines of track, road, BMX and mountain bike. Having the UCI Junior Track Cycling World Championships at the UCI World Cycling Centre for the second time, after 2016, and decisions to integrate snow bike events and the Enduro World Series into the UCI International Mountain Bike Calendar from 2019 are among some of the key highlights. We have also moved towards fairer and safer racing with the appointment of a new “Support/TV” Commissaire at the three Grand Tours, the five Monuments and the UCI Road World Championships, and the extension of the time gap protocol (an increase from one to three seconds for a time split in bunch sprints) to all races on the UCI International Calendar. These are just some of the advancements that have been made in the last year and I thank all our National Federations for their support and hard work. Lastly, please note down the different key meetings that will take place ahead of the UCI Congress. The Professional Cycling Council will meet on 24 September and the UCI Management Committee members will begin its working sessions on 25 September. In addition, the Junior Conference will be held on the afternoon of 26 September followed by UCI Solidarity Conference scheduled from 15:00 to 17:30 on 27 September. The UCI Annual Congress is on Friday 28 September and delegates are expected to arrive at 8:00 am at the “Congress Innsbruck” (Rennweg 3, 6020 Innsbruck). Further scheduled activities include the UCI DataRide Seminar that will take place after the Congress followed by a demonstration of cycle-ball and artistic cycling. The Solidarity & Emerging Cycling Countries Commission will convene on 29 September. I very much look forward to seeing you at the UCI Congress in Innsbruck where you will receive a copy of the UCI Agenda 2022 and discuss how will continue to build the future of cycling together. In order to do this, please complete the new A-1 form (Authentication Form: pages 40-42 of the Instructions for Registration available via the National Federations’ Extranet) created for this purpose, and return it by email toroad@uci.ch. | | 2018-2019 Tissot UCI Track Cycling World Cup: update Quotas (SP, KE, OM, MA) The quotas (Individual sprint, Keirin, Omnium and Madison) for every round of the 2018-2019 Tissot UCI Track Cycling World Cup were drawn up and published on Friday 14 September 2018 at 12:00 CET, the opening date of the registration system for the first two rounds. As in previous seasons, where a quota is not taken up by a qualified nation, subsequent nations in the UCI Ranking of 14 September 2018 will be invited to register one athlete. The first five reserve nations are shown in the quotas table (R1, R2, R3, R4 and R5). The corresponding Individual Ranking was used to determine the reserve quotas for the Individual Sprint, Keirin and Omnium. The Nation Ranking was used for the reserve quotas for the Madison. Staff and rider registration Online registration for participating riders and staff members for the first round of the UCI Track Cycling World Cup opened on Friday 14 September 2018 at 12:00 CET. | | 2018 UCI Mountain Bike World Championships presented by Mercedes-Benz The 2018 UCI Mountain Bike World Championships presented by Mercedes-Benz took place in Lenzerheide, Switzerland from 5 to 9 of September. We noted, a record of nations participating at the UCI MTB World Championships with 55 nations. Over the whole week, we saw 65’000 spectators along the course. A total of 15 nations won a medal at the 2018 UCI Mountain Bike World Championships presented by Mercedes-Benz. You will find the news, results and more information on the UCI website. 2018 UCI Mountain Bike Marathon World Championships The 2018 UCI Mountain Bike Marathon World Championships took place in Auronzo di Cadore, Italy on 14 September. Henrique Avancini became the first Brazilian rider in mountain bike history to win a world title with his victory in the men’s race, while Annika Langvad of Denmark successfully defended her title in the women’s race to take her fifth win in the Marathon. Licenses for riders’ assistants during the 2018-2019 Telenet UCI Cyclo-cross World Cup We would like to remind you about the mandatory licenses for obtaining assistant credentials during the Telenet UCI Cyclo-cross World Cup and the UCI Cyclo-cross World Championships. A license of any kind is acceptable, as long as it is awarded by a National Federation affiliated to the UCI and has a valid date. It does not need a specific title of ‘mechanic’ or ‘medical assistant’ to be written on it, nor need to be an ‘international’ license. The license check will be conducted by UCI Commissaires: a photo, a copy of the license or any screenshot proving the link between the license holder and a National Federation will be accepted. 2018 UCI Urban Cycling World Championships We would like to remind National Federations about the special exemption for Trials: all National Federations may register an unlimited number of riders per category. 2018 UCI Trials World Cup – Val di Sole-Trentino (Italy) Full results can be found here. | | IPC Sports Meeting and IPC Membership Gathering The UCI took part in the IPC Sports Meeting which was held on 5-6 September 2018 in Madrid (ESP). Various topics were discussed, such as the television broadcasting of the Paralympic Games with OBS (Olympic Broadcasting Services), the results and ranking system for the Tokyo 2020 Paralympic Games with PRIS (Paralympic Results and Information Services) and other Paralympic Games IPC related matters. The IPC Membership Gathering was held on 7-9 September at the same venue. This was an opportunity to speak with various people within the Paralympic world about different issues relating to athlete wellbeing, the development of young athletes and classification. | | 2018 UCI Cycle-ball World Cup After a stopover in Hong Kong at the beginning of August, the series returned to Europe with the German round in Krofdorf on 8 September. The focus is on teams from Eastern Europe, with three Czech teams taking part in the tournaments and one Hungarian team – KSE Baj – taking part in the event in Sangerhausen. These two towns have already hosted the series in previous years and have relied on that experience to ensure the competitions run smoothly. Information bulletins are available on the UCI website. | | 2018 UCI Gran Fondo World Championships The 2018 UCI Gran Fondo World Championships were successfully held in Varese (ITA) on 29 August-2 September, setting a new participation record for the event. In total, 61 different nationalities were represented during the Championships, with 617 riders taking part in the 22km individual time trial, and 2558 riders tackling either the 130km or 103km hilly courses during the main Gran Fondo race on the Sunday. In total, 17 male and female athletes in each of the time trial and Gran Fondo events were crowned UCI World Champions, receiving the coveted rainbow jersey during the official podium ceremony. In addition, the team relay (organised on the Friday evening as a side event of the Championships), saw Slovenia, Canada and Italy claim the top three spots among the 18 teams of four athletes participating in the event. The full results from all events held during the 2018 UCI Gran Fondo World Championships can be found here. 2019 UCI Gran Fondo World Series The 2018 UCI Gran Fondo World Championships had barely ended when the 2019 UCI Gran Fondo World Series got underway. Athletes are now aiming to qualify for the 2019 UCI Gran Fondo World Championships which will take place on 5-8 September in Poznan (POL). Two qualifier events in September allow athletes to secure early tickets for the 2019 World Championships: the first of 21 events, Amy’s Gran Fondo took place in Lorne (AUS) on 16 September, while the Poznan Bike Challenge (POL) on 23 September offers riders an early taste of the 2019 World Championships course. In October, Varese (ITA) will host its Tre Valli Varesine qualifier, just five weeks after organising the 2018 UCI Gran Fondo World Championships. For more information about the UCI Gran Fondo World Series, please visit: | | Buenos Aires 2018 Youth Olympic Games Technical meetings As part of the Youth Olympic Games being held on 6-18 October in Buenos Aires (ARG), three technical meetings for cycling events have been scheduled: – BMX Racing: 4 October, 14:20 – 15:00 at the Vicente Lopez competition venue. The meeting will be held in the ‘IF + Event Manager Workroom’ on the second floor, beneath the starting ramp. – BMX Freestyle: 8 October, 12:00-13:00, at the Urban Park competition venue. The exact location of the room will be shared shortly. – Combined events: 12 October, 17:00-19:00, in the Olympic Village. There will be presentations on all combined events (road and mountain bike) at this meeting, to be held in the ‘Chef de Mission’ hall. We would like to remind you that at least one representative per nation, for each event in which they are participating, must attend the technical meetings. UCI Focus Day Please note that the UCI Focus Day will take place on 12 October in the Olympic Village Hall. The conference will begin at 15:00 for an hour. All cyclists taking part in the Games must attend. One additional representative per nation is welcome. The new BMX Racing and BMX Freestyle Youth Olympic Champions will be invited on stage to talk about their experiences. | | Autonomy & the Urban Mobility Summit On 18-20 October, the UCI will be present at the ‘Autonomy & the Urban Mobility Summit‘ – an annual conference in Paris focusing on transportation in urban areas. The UCI has been confirmed as an institutional partner of the event, which allows all UCI partners to benefit from reduced entry fees for the event. Bringing together decision-makers from across the sector, the event is an opportunity to champion cycling in the urban transportation mix. European Week of Sport The European Week of Sport (EWoS) is a European Union initiative running on 23-30 September, with the aim of getting Europeans to be more active. Cycling has been recognised as one of the key means to achieving this goal. With Austria holding the rotating Presidency of the Council of the European Union in the second half of 2018, the opening of the European Week of Sports will be held in Vienna. Austria’s national day of sports – Tag Des Sports – will be held on 22 September, with activities taking place across the country; a bicycle parade will take place in Innsbruck as a side event of the 2018 UCI Road World Championships. Open to all, this event will champion the power of cycling and its potential as an inspiring elite sport and as an everyday activity. The opening of the EWoS also marks the closing of the Bike For Europe Tour. After travelling through several UCI Bike Cities and Regions – Drenthe, Gelderland, Woensdrecht and Limburg-Valkenburg – the north team of riders will have travelled over 1500km and will arrive in Vienna, having promoted cycling for all throughout their tour. Included in their stopovers was a visit to Brussels on 4-6 September, meeting with EU and local city leaders to highlight the importance of promoting cycling in major cities. Gathering in front of the European Parliament, the riders then toured the city’s cycling infrastructure, learning about how the city is shifting to promote and support active mobility. | | SPOTLIGHT ON… 2018 ASIAN GAMES | | The 18th Asian Games were hosted for the first time by two cities, Jakarta and Palembang (Indonesia) from 18 August to 2 September. The Asian Games are the exclusive property of the Olympic Council of Asia (OCA), bringing its members together to enhance the ability of Asian athletes and promote mutual understanding through fair competition. The multi-sport festival is held every four years. Road cycling and mountain bike competitions took place in Subang, while track cycling was contested at the Jakarta International Velodrome and BMX racing at the Pulomas International BMX Center. These two outstanding cycling venues were certified at the top “Class 1” by the UCI and are able to host any international sporting event. “With these venues and this quality, I hope we can apply for a future World Cup.”, said Indonesia Cycling Federation’s president, Mr. Raja Sapta Oktohari. The Chinese, South Koreans and Japanese dominated in the four cycling disciplines, followed by athletes from Hong Kong China, Indonesia and Kazakhstan. China led with 13 medals, including 6 gold. Japan won 14 medals (3 gold), while South Korea had 13 (3 gold). In road cycling, history was made as Alexey Lutsenko of Kazakhstan and Na Ah-reum of South Korea won both men’s and women’s road and time trial titles respectively to complete an unprecedented road cycling double. Na Ah-reum added to her record two more gold medals in track for her victory in the women’s team pursuit and women’s Madison. Azizulhasni Awang from Malaysia won the men’s sprint and Jai Angsuthasawit from Thailand got gold in men’s keirin. Sarah Lee from Hong Kong China won both women’s sprint and women’s keirin. China and Indonesia best performed in mountain bike with Ma Hao and Yao Bianwa from China who won gold at the men’s and women’s cross-country events. Khoiful Mukhib from Indonesia won the men’s downhill and Tiara Andini Prastika clinched an historic gold medal for the host country in the women’s downhill. With this achievement, Tiara became the first Indonesian female cyclist to claim a gold medal in mountain bike during the Asian Games. Finally, Yoshitaku Nagasako from Japan and Zhang Yaru from China won the men’s and women’s in BMX racing competition respectively. Memorable 2-week Asian Games ended with great success and with such cycling top-level infrastructure, Indonesia is willing to host more cycling events in the near future.
