 MESSAGE FROM THE PRESIDENT

Dear Members, 

July has been another busy month and I have been delighted to continue strengthening ties with our sport’s leaders around the world.
In this vein, it was a pleasure to welcome the Secretary General of the Asian Cycling Confederation Onkar Singh to the UCI headquarters on July 3. As Secretary General of the Cycling Federation of India, Onkar Singh was one of the driving forces behind the establishment of the UCI World Cycling Centre satellite in New Delhi, India, in 2015. Secretary General of the ACC since November 2017, Mr Singh was able to bring me up to date with projects and plans for the Asian continent, which will be increasingly in the limelight as the Tokyo 2020 Olympic and Paralympic Games draw nearer.

With nine cycling disciplines under its auspices, the UCI is constantly on the lookout for potential hosts for UCI World Cups and UCI World Championships. With this in mind, I had a meeting on July 4 with the President of the Fédération Française de Cyclisme Michel Callot and the President of the Department of Haute Savoie Christian Monteil with a view to the organisation of a future edition of the UCI Road World Championships. In the same vein, I welcomed H.E. Mr Serdar Berdimuhamedov, Deputy Minister for Foreign Affairs of Turkmenistan together with Igor Makarov, my colleague on the UCI Management Committee, to the UCI headquarters to discuss the possible future organisation of the UCI Track Cycling World Championships.

Tradition has it that the month of July has become synonymous with the Tour de France. It was my pleasure to be at the Grand Depart in Noirmoutier-en-l’Île on July 7, and I have the privilege of following several stages throughout the three weeks of competition. Of note was the magnificent demonstration of hand-cyclists immediately before stage three, a team time trial starting and finishing in Cholet. Eight para-cyclists covered the same route as the teams in the Tour de France, highlighting the ever-growing discipline of para-cycling which has been part of the UCI since 2007. We will no doubt see some of these athletes at the upcoming UCI Para-cycling Road World Championships in Maniago, Italy, the first week of August.

Besides offering the possibility of registering their events on the international calendar or their athletes for different UCI events, the National Federations Extranet provides access to numerous administrative and practical documents. It also contains all previous editions of the newsletter.

UCI Régulations

Next week, National Federations will receive a special edition of the NF newsletter focused on the changes to the UCI regulations which were approved at the UCI Management Committee meeting held in Arzon, FRA between 19-21 June 2018.  The UCI Management Committee is the body responsible for the adoption or amendment of the UCI regulations.”

UCI DataRide

2018 Licence Renewals

We would like to remind National Federations that the existence of a UCI ID from 2017 does not automatically validate the renewal of the licence for 2018. Every licence renewal must be updated by the National Federation in the UCI DataRide system. Please refer to the document “2018 Licence Renewals” which was published on the National Federations Extranet on 19 March.  Our rankings system can only compute points for riders with properly updated licenses.

2019 Licence Format

Since we removed the requirement to change licence colour each year and in order to assist commissaires in their work, we will be introducing a standard licence format for the 2019 renewal. Please keep an eye on the National Federations Extranet for upcoming news. We will also provide an update in the next newsletter. As part of this initiative, smaller National Federations will be able to generate paper licences direct from the DataRide system.

Update & Training – Innsbruck

A training and update session will be held on the afternoon of Friday 28 September, following the 2018 UCI Congress. Registration information will be provided to National Federations in due course and we would encourage them to attend this session.

2019 Team Registration

As part of its goal to simplify processes for all stakeholders, the UCI has introduced an online Team Registration process for all UCI WorldTeams, UCI Professional Continental Teams, UCI Continental Teams and Women Teams for the 2019 season. Information has already been provided to the different team categories. National Federations will receive further information about the UCI Continental Teams registration over the next 2 months and a full briefing and training will be provided in Innsbruck during the 2018 UCI Road World Championships.

The instructions for registration for UCI Continental Teams and UCI Women’s Teams for the 2019 season will be sent to National Fédérations in August. If you do not receive them, please contact us at road@uci.ch.
Reminder of UCI DataRide training session for registration 2019 UCI Teams (6th August and during the 2018 UCI Road World Championships)

As part of the registration of UCI Teams for the 2019 season, we would like to remind you that the 2019 season marks the introduction of the “Teams” module on the UCI DataRide platform. In view of this, introductory sessions for the UCI DataRide – Teams Platform have been organised:

–  6 August for UCI WorldTeams and UCI Professional Continental Teams in Aigle (SUI);

– 28 September for National Federations in Innsbruck (AUT), during the 2018 UCI Road World Championships.

With regards to the introductory session on 28 September, invitations containing additional information will be emailed to all National Federations. We would ask National Federations to confirm their attendance as soon as possible. Please note that we will be available to National Federations attending this session in order to answer any questions that may arise concerning the registration of UCI Continental Teams or UCI Women’s Teams. There will also be the opportunity for National Federations to meet with the UCI individually.

Reminder on riders registration

Online registration for participating riders and staff members for the 2018 UCI Junior Track Cycling World Championships will be open between Monday 23 July and Sunday 5 August at 12:00 (CET), and can be done via the UCI Online Registration Service.

Maximum quotas per nation and per race are available in the UCI Regulations – Part IX: World Championships (Art. 9.2.022).

Reminder on delegation registration

We would like to remind you that each National Federation participating in the 2018 UCI Junior Track Cycling World Championships must register every member of the delegation (excluding riders), using the Online Accreditation System, by Sunday, 5 August 2018 at 12:00 (CET).

The same username and password must be used for both online registration systems.

Team performance analysts

A demarcated area is available for sports performance analysts’ video cameras, however the access to this area is limited. Teams wishing to use this space must book their positions before 15 July. There will be a fee for this service.

Please note that teams will not be able to set up their own wireless (WiFi) networks because they interfere with other equipment in use. Any ‘unlawful’ network will immediately be disconnected.

Update – 2018-2019 Tissot UCI Track Cycling World Cup – Quotas

Quotas (SP, KE, OM, MA)

The quotas for every round of the 2018-2019 Tissot UCI Track Cycling World Cup will be drawn up and published on Friday 14th September 2018 at 12:00 (CET).

All the registration deadlines for the different rounds can be found here.

Attention: Article 3.4.005 – relating to the maximum number of riders and teams qualifying via the UCI Track Ranking – has been updated.

From now on, for the Sprint and the Keirin, it is the corresponding UCI Individual Track Ranking that will be used to allocate the quotas (whilst respecting the maximum number per nation as stipulated in Art. 3.4.007bis). For the Madison, the UCI Nation Ranking will be used. For the Omnium, only one quota per nation is allocated, as follows: the first two-thirds of the quota is allocated via the UCI Nation Ranking, i.e. the first 16 nations in the ranking are allocated one quota. The final third of the quota is allocated via the UCI Individual Ranking, to nations who have not yet qualified via the UCI Nation Ranking; thus the final 8 quotas will be determined by the Individual Ranking (8 best individuals) – 1 rider per nation.

Report on Val di Sole

After a one-month break, the 2018 Mercedes-Benz UCI Mountain Bike World Cup resumed in Val di Sole (ITA) for Round 4 of both the downhill and cross-country series; the first event of the season bringing the two disciplines together. You can find the full report on the UCI website.

 Report on Vallnord 

The 2018 Mercedes-Benz UCI Mountain Bike World Cup moved to Vallnord, Andorra, site of the 2015 UCI Mountain Bike World Championships, for round 5 of both the downhill and cross-country series, and round 4 of the new cross-country short track (XCC). You can find the full report on the UCI website.

2018 UCI Mountain Bike World Championships presented by Mercedes-Benz

The Competition Guide for the 2018 UCI Mountain Bike World Championships presented by Mercedes-Benz taking place in Lenzerheide (SUI) has been published on the UCI website.

In the Competition Guide, you will find all the useful information you might need if you want to attend the event.

We remind the national federation about the UCI Nation’s forum which will take place on Tuesday 4 September after the Team Manager’s Meeting. The forum will take place at the Gemeindeschule Vaz/Obervaz (School/Multipurpose building), Voa Sporz 4, 7078 Lenzerheide, Switzerland (same place as team managers’ meeting). We request a maximum representation of two people per team to attend the UCI Nation’s forum. A short information presentation will be given concerning the various Mountain Bike topics: Olympic Games, Olympic Ranking, Rules, Calendar, Team, etc), followed by an open group discussion.

Registration of riders for the World Championships can only be done by the National Federations via the UCI Online Registration System (article 9.2.003):

·         System will open on Thursday 16 August 2018, 12:00 CET
·         System will close on Monday 27 August 2018, 12:00 CET
·         Entries lists will be published on Tuesday 28 August 2018, 14:00 CET

 CYCLO-CROSS 
Telenet UCI Cyclo-cross World Cup: prize money 

The UCI Management Committee has approved two important changes with regards to the UCI Financial Obligations, both of which lead to equal prize money between men and women. Firstly, for prize money at races linked to the UCI Cyclo-cross World Cup’s overall ranking – as paid by the UCI – the women’s allocation has been increased by €30,000, such that gender equality (€155,000 each) has been reached from 2018/2019 onwards. Secondly, with regards to prize money awarded to women by Cyclo-cross World Cup organisers, the amounts will increase progressively from 2019/2020, achieving parity with the men in 2021/2022. The UCI Financial Obligations have been published on the UCI website.

Women Junior category

In June 2017, the UCI Management Committee decided to create the Women Junior category, starting from the UCI Cyclo-cross World Championships in Dübendorf (SUI) in February 2020. A year later, the UCI Management Committee has approved the creation of this Women Junior category for the Telenet UCI Cyclo-cross World Cup, starting in the 2020/2021 season. This means that the Women Elite category in the World Cup will now be open to women aged 19 and above.

Reform of the Telenet UCI Cyclo-cross World Cup

The UCI Management Committee has approved reform of the Telenet UCI Cyclo-cross World Cup, which will consist of 12 rounds rather than the current nine. Organisers interested in joining the UCI Cyclo-cross World Cup circuit are now invited to make themselves known to offroad@uci.ch. A candidates’ guide will be published shortly.

 PARA-CYCLING 

2018 UCI Para-cycling Road World Championships in Maniago (ITA)

The 2018 UCI Para-cycling Road World Championships will take place in Maniago (ITA) on 5-8 August.  Maniago has already hosted rounds of the UCI World Cup in 2015 and 2017, and with the event having been enjoyed by all riders, there is no doubt that these Championships will be a success. The route will, however, be different this year, with a 13.6km loop for the time trial and road race. At time of writing, 360 riders from 46 countries have registered for the event.

As part of the event, the organisers would like all teams (athletes and management) to participate in the nations’ parade, which will take place during the Opening Ceremony on 1 August, 17:00 CET, in Maniago’s Piazza Italia.
During this ceremony, a souvenir will be given to every participant.

All nations are asked to make themselves known to the organisers upon their arrival.

2018 UCI Para-cycling Road World Cup in Baie Comeau (CAN)

Online registration for riders and staff members for the final round of the 2018 UCI Para-cycling Road World Cup must be completed by Wednesday 25 July 2018 at 12:00 (CET), via the UCI Online Registration System.
Classification reminder: athletes taking part in this final round with a sport class status of either New or Review must submit a Medical Diagnostics Form (MDF) as least four weeks before the event begins. Athletes who fail to submit an MDF will not be classified, and therefore will not be able to take part.

Classification – Research

The first phase of tests, in line with the research organised by the UCI which aims to improve our classification system, took place during the second round of the 2018 UCI Para-cycling Road World Cup in Emmen (NED).  Twenty-eight C class athletes and 18 H class took part in these tests, over the two days before the competition began. We would like to remind you that it is very important that athletes participate in this research, to enable us to have enough data to be able to improve our classification system. Results and measurements from the tests are anonymous, and have no influence on the current classification of riders and competitions. For more information, please familiarise yourselves with the attached flyer.

 INDOOR 
2018 UCI Artistic Cycling World Cup

The second round of the series took place on 30 June in Heerlen (NED). Three reigning World Champions were in attendance to defend their World Cup leader’s jerseys: Milena Slupina (GER) – Single Women, Lukas Kohl (GER) – Single Men, and Serafin Schefold / Max Hanselmann (GER) – Mixed Pairs. Sophie Nattmann and Caroline Wurth (GER) also managed to retain their place at the top of the Pair Women ranking.

The ACT4 team of RV Sirnach (SUI) lost their place at the top of the ranking to the Erlenbach-Öhringen (GER) team.

In the overall rankings, noteworthy performances came from Martin Schön (HUN), who has risen to 3rd place in the Single Men category, and Fabienne Hammerschmidt / Lukas Burri (SUI), who are now 2nd in the Mixed Pairs.

The 3rd round will take place in Hong Kong on 12 August.

2018 UCI Cycle-ball World Cup

The 4th round of the UCI Cycle-ball World Cup will take place in Hong Kong on 11 August, alongside the Artistic Cycling event. Ten teams from five countries (Hong Kong, Japan, Malaysia, Germany and Switzerland) will take part; two European U23 teams will face the Asian teams, looking to earn precious UCI Ranking points.

UCI International Commissaires’ Seminar – Cycle-ball

The International Cycle-ball Commissaires’ Seminar took place alongside the 35th Tournoi International de Sulz (AUT) on 30 June. Nine UCI International Commissaires from six countries put their skills into practice and improved their communication and interaction with the Panel during this Elite tournament. The seminar also looked to prepare Commissaires ahead of the UCI Indoor Cycling World Championships in Liège (BEL) next November. Game situations were studied using footage filmed during matches.

Also at this event, a new refereeing system was tested, with two Commissaires on the ground. Athletes and trainers were both broadly in favour of this initiative, and further trials are planned shortly in different countries and competitions, based on the feedback gathered.

 MASS EVENTS 
2018 UCI Gran Fondo World Championships 

The 2018 UCI Gran Fondo World Championships, which will be held in Varese (ITA) on 29 August-2 September 2018, are quickly approaching. The final four qualification events took place during the weekend of 7-8 July, and all qualified athletes have now received a confirmation email comprising all details regarding registration and next steps.

Please find below a summary of key information in preparation for the event:

Wildcards and national masters’ champions
As communicated in the April NF newsletter, National Federations who did not host a qualifying event prior to the 2018 UCI Grand Fondo World Championships may apply for 10 wildcards to send their best male and female riders to the event (registration form). In addition, automatic qualification is also granted to Masters National Champions (registration form). We would like to thank all National Federations who have already provided us with their completed forms; all concerned athletes have duly been notified. If you still haven’t done so, please do not hesitate to send all details back to the UCI as soon as possible.

The Sufferfest partnership 
As communicated in the June NF newsletter, The Sufferfest is the Official Training App and Training Plan Supplier for the 2018 UCI Gran Fondo World Championships in 2018, providing athletes who qualify for the World Championships access to the full suite of training resources included in The Sufferfest Complete Training System, as well as dedicated training plans to help athletes prepare for the road race and time trial events. We encourage qualified athletes to take advantage of this unique opportunity, which can be accessed here.

Team Relay
Replicating the programme applied at previous World Championships, the 2018 Gran Fondo World Championships in Varese will also host a team relay event on Friday 31 August at 18:30.  This is not an official World Championship event, but an opportunity for athletes to participate in an exciting event with their teammates. The team relay is open to all athletes who are registered for the time trial and/or road race. All qualified athletes will be asked to register either individually or as a team, and all participating teams must be represented at the official team relay briefing by at least one rider on Friday 31August at 14:30. Detailed information can be found in the following document.

National Federations interested in entering a team are requested to submit all team information to info@ucigranfondoworldseries.com before Friday August 24.

CYCLISME FEMININ 
The UCI Gender Equality Charter 

At the Management Committee meeting held in Arzon (FRA) in June, members unanimously decided to adopt the Gender Equality Charter.

After the significant sporting progress made over the past few years, the Management Committee acknowledged the work undertaken by the UCI administration in recent months to draw up and implement a Charter that aims to promote gender equality in cycling.

The Charter is a global concept that allows gender equality to be advanced within cycling. This Charter contains policies that aim to promote this equality in different areas.

The UCI wishes to put itself forward as an example of gender equality for all cycling stakeholders, whether it be National Federations, event organisers or professional teams.

Two policies have already been approved by the UCI Management Committee, while other policies will be added to the Charter in the years to come.

UCI Administration Policy

The first concerns our internal administration. The UCI is committed to a policy of gender equality within its administration, especially through equal treatment of all employees, with a particular focus on recruitment and pay.

This policy will be an integral part of our staff regulations.

The objective is to guarantee equal, respectful and fair treatment for everyone, particularly in terms of recruitment, and to ensure that men and women are given the same professional opportunities.

This Charter also includes the fundamental principles through which the UCI would like to implement equal pay.

UCI World Championships’ Awards Ceremonies Policy

The second policy ensures gender equality at UCI World Championships.

The UCI Management Committee approved several measures that aim to ensure gender equality during awards ceremonies.

This policy also requires the outfits worn by hosts and hostesses to be approved in advance by the UCI, and there must be equal representation of men and women in this role.

Focus Day

The UCI Focus Day during the Youth Olympic Games will be held on the afternoon of 12th October.

This will consist of a one-hour conference, held in the Olympic Village.

All cycling athletes participating in the Games must attend this conference.

The exact time will be confirmed in the coming weeks.

Spotlight on UCI Bike Region Fyn 

The island of Fyn, the third largest island of Denmark known as Bike Island Fyn, was awarded UCI Bike Region status in 2017, acknowledging the support for elite and everyday cycling made by the region. At the elite level, it will host the UCI 2019 Cyclo-Cross World Championships in Bogense, while the UCI 1.1 Fyen Rundt (the third oldest road race in the world) takes place annually in the region in June.

Locals and visitors can enjoy over 1200km of cycle paths that wind along the island’s quiet roads and trails. No point on Fyn is more than 30km from the sea, while the region is known for heathland, woods, small villages, historic houses and dramatic cliffs and sandy beaches, making the region an ideal destination for those who enjoy riding though nature and by the sea. Smaller islands are also accessible by bike, ferry or bridge. All this brings a special flavour to the cycle tourism market, that the local authorities continue to make the most of, supporting local businesses, and creating jobs and growth. By 2020, the region estimates that cycle tourism will generate revenues of €27m.

May 2018 saw the opening of the long distance 820km N8 Baltic Sea Route cycle route on the island. Connecting Southern Denmark, much of the route travels through Fyn and further enhances the region’s cycle tourism proposition. Read more about this important milestone in our UCI article here.

UCI at Velo-City Rio

The UCI Cycling for All team was present at the 2018 Velo-City conference which took place in Rio de Janeiro (BRA) at the end of June. More than 1000 participants attended the conference, while over 200 speakers provided insights and recommendations on important issues such as cycling and social inclusion, gender equality, diversity, cycle tourism and road safety.

Among the 73 diverse sessions on offer, the UCI Cycling for All team presented alongside representatives from the World Health Organisation (WHO) and the Brazilian Bicicleta para Todos association on the impact of sport and leisure on behaviour change for more cycling around the world. Building on key deliverables from its network of UCI Bike Cities and Regions, the UCI provided tangible examples of the opportunities created by elite cycling events to promote greater cycling use among the population.

The annual Velo-City conference is organised by the European Cyclists’ Federation and brings together participants and organisations involved in policy, promotion and the provision of cycling facilities and programmes from around the world. The next edition will take place in June 2019 in Dublin, Ireland, and we encourage National Federations interested in cycling advocacy and the sharing of best practices to consider attending this unique gathering.

 SPOTLIGHT ON… LA VUELTA FEMININA IN GUATEMALA

In 2 000 began the history of the Guatemalan Female Road Tour “Vuelta Femenina”. The first edition was held from September 28th to 30th with three stages and the participation of 31 riders from six different teams. The winner was Gabriela Gonzales from Mexico.

Until now 17 editions have been held but none of them as a UCI event.

In 2016, Mr. Manuel Estuardo Rodriguez became president of the Guatemalan Cycling Federation and began to implement new stratégies to develop the sport of cycling in Guatemala.

One of these strategies is the registration of “La Vuelta Femenina” to the UCI International Calendar as a 2.2 event.

This registration has been well received by the countries of the region and four of them have already confirm its participation: Mexico, Costa Rica, Colombia and Puerto Rico.

The organizing committee is aiming at the participation of 14 teams (84 riders) who will receive the benefits of feeding, lodging, a vehicle for internal transportation and petrol.

The best hotels of the region and the best food available will be at disposal of the athletes and team´s technical staff.

To change the image of the event a new logo was created.

To promote fair-play a total of 16 antidoping controls will be held; samples will be sent to WADA accredited laboratories with the collaboration of the Guatemalan Olympic Committe through ANADO (Guatemalan National Antidoping Agency).

A total of 5,557 Euros will be distributed among the riders with the best positions at the Individual General Classification and throughout the four stages.

The event will visit touristic places of Guatemala, Escuintla, Sacatepéquez and Chimaltenango and will be a unique experience for the visitors.

The control of the event is guaranteed with the participation of Ms. Pascale Schyns as UCI Technical Delegate and Mr. Hector Marcos as International Commissaire appointed by the UCI.  The timing and video finish services will be provided by Colombian UCI Commissaire Jose Angel Calderón.

The closing stage on August 5th will be held in the traditional circuit “Anillo Periferico” in Guatemala City; the circuit comprises 17 kms totally closed to traffic and pavement of the best quality in order to guarantee the safety of all the members of the caravan.

The event benefit from total coverage from national TV and the main radio stations. The event will be broadcast live on CANAL 7 the most important channel in Guatemalan and with the best audience rate.
