Dear Members,
As President of the UCI it has been a privilege and extremely satisfying to witness some fantastic cycling around the world this month. At the beginning of August, I travelled to Rwanda for the 10th edition of the Tour du Rwanda since it joined the UCI Africa Tour in 2009. This stage race is one of Africa’s leading cycling events and it was a pleasure to attend the teams’ presentation and some of the early racing. While there, I also visited the Kigali Genocide Memorial Centre and the African Rising Cycling Centre and met with the Minister of Sports and Culture Ms. Julienne Uwacu, as well as the President of the Rwanda National Olympic and Sports Committee, Ambassador Valens Munyabagisha. The cycling development work being carried out in this region is fantastic and I congratulate the Rwanda Cycling Federation (FERWACY) and its President Mr. Aimable Bayingana. I look forward to the UCI World Cycling Centre opening a satellite in Rwanda for the Central/East African region along with another satellite in West Africa. These will complement the very successful satellite that has been operating in Potchefstroom, South Africa, since 2005 and should support further development of African cyclists as the continent prepares to host the 2025 UCI Road World Championships. In a very different setting, I travelled to Glasgow, Scotland, for the Glasgow 2018 European Cycling Championships for road, track, BMX and mountain bike. This was the first time that these Championships for four disciplines were held in the same city at the same time. This proved to be an extremely successful formula, and I was delighted to attend the men’s road race and the BMX Finals. Back at the UCI headquarters in Aigle, Switzerland, our UCI World Cycling Centre velodrome hosted the UCI Junior Track Cycling World Championships (15-19 August) for the second time, after 2016. It is quite something to welcome these talented young athletes from all over the world and have them competing, literally, next door to my office! No doubt some of those crowned will be gracing the Elite podiums in years to come. The Asian Games are currently taking place in Jakarta, Indonesia, where I attended the Opening Ceremony on 18 August then the General Assembly of the Olympic Council of Asia the following day. Cycling has four disciplines on the programme at the Asian Games, starting with mountain bike, then road, BMX and track. These Games provide yet another wonderful platform to showcase our sport and an opportunity for our athletes in Asia to measure up against the best on the continent. David Lappartient UCI President

The instructions for registration are now available in the National Federations’ extranet and it is highly recommended that the person in charge of registration attends the UCI DataRide–Teams presentation in Innsbruck on the 28 September 2018 after the UCI Congress. 2018 UCI Road World Championships: participation quotas, and registrations and accreditation procedures Participation quotasWe are pleased to announce the list of nations that have qualified for the 2018 UCI Road World Championships in Innsbruck-Tirol (AUT), and the respective athlete quotas allocated. For the Men Elite road race, it is worth reminding you that there is a reallocation system in place for quotas that are not taken up, to ensure that 200 riders take the start. For the reallocation system to function as efficiently as possible, National Federations had to confirm the exact number of participating riders in the road race, based on their allocated quota, by Monday 20 August, by email to road@uci.ch. For the UCI team time trial, UCI Continental Professional teams, UCI Continental Teams and UCI Women’s Teams had also to confirm their participation, by 20 August 2018, by email to road@uci.ch. For any queries regarding the calculation of quotas and the reallocation system, please refer to the Rider registration and accreditation procedureEvery nation participating in the 2018 UCI Road World Championships is asked to register its riders for the different events via the Online Registration System, in accordance with the deadlines specified in Article 9.2.004 of the UCI Regulations. Team staff must be registered via the Online Accreditation System to request accreditation. Some 315 athletes from 45 nations (202 men and 113 women) took part in the different events across the five days of competition – record participation figures compared to previous years. All five continents were represented, with a first-ever participation for two nations: Saint Lucia and Finland. The national team from Germany led the medal table with four world titles and three bronze medals. Italy (four gold) and Australia (three gold, two silver and three bronze) came next. The following world records, which will only become official once they are ratified by the UCI, were broken during the competition: - Women 500m time trial: Lea Sophie Friedrich (GER), 33.922
- Men 1km time trial: Thomas Cornish (AUS), 1:00.498
- Men 3km individual pursuit: Lev Gonov (RUS), 3:11.143
More than 200 bikes were tested by magnetic scanning during the Championships. For the first time ever at a track event, the UCI conducted X-ray tests on bikes. Around twenty bikes were tested and none showed any irregularity. As in 2016, the Cycling Anti-Doping Foundation ran the #IRIDECLEAN campaign, with prevention activities designed to raise awareness among junior athletes about the issue of doping. The information stand was regularly visited throughout the Championships. The Cycling Anti-Doping Foundation had also encouraged junior athletes to complete an online anti-doping course (ALPHA) in advance. 2018/2019 Tissot UCI Track Cycling World Cup: updates Quotas (SP, KE, OM, MA)We would like to remind you that the quotas (Individual Sprint, Keirin, Omnium and Madison) for every round of the 2018/2019 Tissot UCI Track Cycling World Cup will be published on Friday 14 September 2018 at 12:00 (CET). The registration system will open at the same time. NOTE: Article 3.4.005 concerning the maximum numbers riders and teams qualifying via the UCI Track Rankings has been updated. Following the same procedure as in previous seasons, when a quota is not filled by a qualified nation, subsequent nations in the UCI Rankings of 14 September 2018 will be invited to register an athlete. The first five reserve nations will appear on the quotas table (R1, R2, R3, R4, R5). The relevant Individual Ranking will be used to establish the reserve quotas in the Individual Sprint, Keirin and Omnium. The Nations’ Ranking will be used for the reserve quotas in the Madison. Rider and staff registration Online registration for participating riders and staff members for the first two rounds of the 2018/19 Tissot UCI Track Cycling World Cup will open on Friday 14th September 2018 at 12:00 (CET). The oldest and one of the most legendary stopovers, the Canadian venue hosted Round 6 of both the downhill and cross-country series, and Round 5 of the new XCC short track. Then, the 2018 Mercedes-Benz UCI Mountain Bike World Cup concluded on 24-26 August with the Rounds 7 for both the downhill (DHI) and cross-country Olympic (XCO) competitions, as well as Round 6 of the new XCC short track. The full report from La Bresse can be found on the UCI website. 2018 UCI Mountain Bike World Championships presented by Mercedes-Benz The Competition Guide for the 2018 UCI Mountain Bike World Championships presented by Mercedes-Benz taking place in Lenzerheide (SUI) is available on the UCI website. We would like to remind National Federations about the UCI Nations’ Forum which will take place on Tuesday 4 September after the Team Managers’ Meeting. The forum will be held at the GemeindeschuleVaz/Obervaz (School/Multipurpose building), YoaSporz 4, 7078 Lenzerheide, Switzerland (same location as team managers’ meeting). We request a maximum representation of two people per team at this Forum. UCI Cyclo-cross rankings publication The current UCI Cyclo-cross Individual Ranking is the one calculated at the end of the 2017/2018 season. It is valid to determine the start order and any other operation concerning UCI cyclo-cross events held before the first ranking update on Tuesday 25 September 2018. As per the preceding seasons, the UCI Cyclo-cross Ranking will then be updated every Tuesday until the end of the 2018/2019 season, on 26 February 2019. Kick-off for the 2018/2019 Telenet UCI Cyclo-cross World Cup Waterloo (USA) will host the kick-off the 2018/2019 Telenet UCI Cyclo-cross World Cup series on Sunday 23 September 2018, after a successful first edition last year. Six days later, the second round will be contested in Iowa City, which was awarded “Best Event of the 2017/2018 Telenet UCI Cyclo-cross World Cup”. There is a significant change to the schedule of these first two World Cup events: the UCI and the Organising Committees have shifted the women’s race to prime position, after the men’s race. Rider registration for these events can be carried out by the National Federations only for the Men Elite and Women Elite categories. For both events, the Online Registration system will open and close as below: | | Please note that from now, on-site riders confirmation of riders for Men Elite and Women Elite categories can be carried out by the Team Managers of the UCI-registered Cyclo-cross Teams. For all other categories, and for Elite Men and Women riders not belonging to a UCI Cyclo-cross Team, riders confirmation has to be carried out by the National Coach of each participating nation. 2019/2020 Telenet UCI Cyclo-cross World Cup bidding process The bidding guide for the 2019/2020 Telenet UCI Cyclo-cross World Cup will be sent out early September and must be returned by 15 November 2018. Information to Cyclo-cross Commissaires A note has been sent to UCI Cyclo-cross Commissaires to highlight and explain some UCI Cyclo-cross Regulation changes and to remind them of some best practices. 2018 UCI Masters Cyclo-cross World Championships The 2018 UCI Masters Cyclo-cross World Championships will be held on 30 November-1 December 2018 in Mol (BEL), as per the two last years. The registration system is already open atwww.wkmasterscyclocross.be and will close on 27 November 2018. Riders must be born in 1983 or before, since the categories will start this year with the 35-39 age group. | | | 2018 UCI Trials World Youth Games – Lazzate (ITA)Young Spanish trials specialists dominated proceedings at the 2018 UCI Trials World Youth Games in Lazzate, Italy. Already at the top of the medals table last year with three gold medals, they doubled their haul in Lazzate, winning six of the seven titles up for grabs. The UCI Trials World Youth Games is open to athletes aged 9 to 16, and this year attracted a record 190 specialists of the discipline from 16 countries. Spain set the tone for the Games on Friday evening, claiming the National Teams’ competition, ahead of last year’s winners the Czech Republic. Only the Czech Republic managed to break Spain’s winning streak, claiming the gold medal in the Youth Girls category. Although missing out on gold medals, France, Japan and Great Britain also had athletes on the podium, finishing 3rd, 4th and 5th respectively in the medals table. Full results can be found here. 2018 UCI Trials World Cup – Val di Sole-Trentino (Italy)After a seven-week hiatus, the series had resumed in Val di Sole, in the Trentino region of Italy on 25-26 August. In the Men’s 26″ category, Jack Carthy of Great Britain began the season in Vöcklabruck, Austria, where he ended it last year, with a World Cup win. Carthy had a clean Final with no penalties, to become the first rider to don the leader’s jersey this year. SergiLlongueras of Spain took second and defending UCI World Cup winner Gilles Coustellier of France was third. In the absence of Abel Mustieles, it was the veteran Benito Ros of Spain who won the Men’s 20″ category. Ros was second behind Mustieles in last year’s World Cup. Thirty-seven-year-old Ros is now in his 14th season, and his win starts a campaign for a seventh World Cup title. Spanish riders completed the podium, with Ion Areitio finishing second and Alejandro Montalvo third. In the Women’s competition, UCI World Champion and two-time defending UCI World Cup winner Nina Reichenbach of Germany is at the top of the standings, although she finished the event tied on points with Nadine Kamark of Sweden. Reichenbach was awarded the win thanks to her superior result in the semi-final round. Alba Hidalgo of Spain was third. Full results can be found here. All you need to know about TrialsTrials is a spectacular cycling discipline where the main factors are stability and the control of the bike in extreme situations. However, speed also plays an important role. All you need to know about Trials is explained in this video. | | 2018 UCI Para-cycling Road World Cup – Baie-Comeau (CAN) The final of the 2018 UCI Para-cycling Road World Cup took place on 15-19 August 2018 in Baie-Comeau (CAN). Baie-Comeau had already hosted rounds of the World Cup in 2011 and 2012, as well as the UCI Para-cycling Road World Cup in 2010 and 2013. Those events were hugely enjoyable for all participants, and this edition was no different. The routes, however, changed this year, with both the time trial and the road race taking part in a different part of the city. 169 riders from 29 nations took park in the event, which counted towards qualification for the Tokyo 2020 Paralympic Games. Baie-Comeau will also host a round of the UCI Para-cycling Road World Cup in 2019. Classification The second phase of tests linked to the research organised by the UCI in collaboration with Vrije Universiteit Amsterdam (VU Foundation) and the Swedish School of Sport and health Sciences (GIH from Stockholm) took place during the 2018 UCI Para-cycling Road World Championships held in Maniago (ITA) at the beginning of August. The aim of this research is to improve our classification system. In total, 36 athletes from ‘C’ Division and 36 more athletes from ‘H’ Division have taken part in these tests since the first phase, which began at the second round of the Para-cycling Road World Cup in Emmen (NED). The research teams have already gathered precious data. However, it is essential that for the next test phases we can count on a large number of participants in order for this research to reach a successful conclusion. The 3rd round of the UCI Artistic Cycling World Cup and the 4th round of the UCI Cycle-ball World Cup were held together in Hong Kong on 11-12 August. These two events enabled Asian athletes to measure themselves against the Europeans, and to make progress ahead of the upcoming UCI Indoor Cycling World Championships. As part of indoor cycling’s promotional activities, a demonstration of cycle-ball and artistic cycling will be held on Friday 28 September alongside the UCI Congress. The 2017 UCI World Championship silver medallists – Austrian duo Patrick Schnetzer and Markus Bröll – will take on current UCI World Champions Gerhard and Bernd Mlady (Germany) in exhibition cycle-ball matches. In artistic cycling, the German Women Pairs team of Julia and Nadja Thürmerwill guarantee a varied and spectacular programme. This initiative will allow representatives from National Federations to view performances live, and become more familiar with these two disciplines. The Indoor Cycling WorldWide (ICWW) organization will also be in attendance to provide information on possible development activities and the support that the ICWW can offer National Federations. | | | 2018 UCI Gran Fondo World ChampionshipsWe are ready for the start of the 2018 UCI Gran Fondo World Championships, which will be held in Varese (ITA) on 29 August-2 September. We expect to see more than 600 riders in the Individual Time Trial and more than 2500 athletes in Gran Fondo for the coveted rainbow jersey. We are also pleased to confirm that the official riders’ guide, which contains all key information regarding the week’s activities, is now available here. As a result, the UCI decided to organise a track ENC course prior to the UCI Junior Track Cycling World Championships that were held at the UCI World Cycling Centre in August. This was attended by Track National Commissaires from 19 countries, some of whom also had the opportunity to officiate at the UCI Junior Track Cycling World Championships alongside UCI track International Commissaires. A second track ENC course, also at the UCI World Cycling Centre, will be held prior to the C1 “Trois Jours d’Aigle” track event in October.
UCI Commissaires facilitator courseThe fourth UCI Commissaires facilitator course will take place at the end of September. Twelve International Commissaires from different disciplines have been selected and invited to attend a three-day course in Aigle. The selection is made from the group of International Commissaires who submitted their applications through their National Federations a few years ago. The purpose of this course is to allow participants to practice their facilitation skills and to create an opportunity to reflect and share experiences and best practices. All Road International Commissaires concerned will receive an invitation together with their road appointments at the beginning of November. Commissaire appointmentsManaging Commissaires is an important job that involves organising practical and theoretical training, assisting National Federations implement courses, producing educational material and appointing Commissaires to all competitions. Commissaire appointments attract a lot of attention from stakeholders, which is why the UCI President has asked that the following aims be respected: - equality between Commissaires from every continent;
- detection of new talent that could be the future of refereeing;
- ensuring that experienced Commissaires put their expertise to the service of newer Commissaires;
- female representation on panels;
- transparency by publishing the appointments on the UCI website.
In this context, please note the following: First, road cycling appointments will be made by the Road Appointments Working Group, chaired by the President of the Commissaires’ Commission Ms. Catherine Gastou, and including two experienced Commissaires – Mr. Martin Swinkels and Mr. Xabier Bilbao – together with UCI Commissaires Coordinator Mr. Andrius Buividas and UCI Road Manager, Race Operations, Mr. Vincent Jourdain; Second, the pool of Commissaires working at UCI WorldTour races is now under the jurisdiction of the Road Appointments Working Group which will select around forty candidates and make appointments. Their decisions will be based on previous performances, high-level experience accrued, languages spoken and the potential shown by new candidates on the continental circuits; Third, appointments for the other disciplines, and all replacements, are already overseen by the President of the Commission, together with the relevant sport coordinators. The previous timescale for appointments will be renewed for the autumn appointment process, giving commissaires more time to organise their availability and allowing Continental and National Federations to better organise their appointments for their own calendars. | | Tokyo 2020: Challenging cycling road race courses
The Union Cycliste Internationale (UCI) and Tokyo Organising Committee of the Olympic and Paralympic Games (Tokyo 2020) have announced the routes for the Tokyo 2020 cycling road race events. Both road races will start in the Tokyo metropolitan area and take riders west through scenic landscapes towards the Mount Fuji region. The athletes will be put to the test on technically challenging courses with significant elevation gain. The dynamic and spectator-friendly race routes will start at Musashinonomori Park in Chofu, western Tokyo, with a 10km neutral zone where the riders will initially parade without actively racing. The race proper will then commence, taking in a broad swathe of Japan’s rich geography, including urban areas of Tokyo, roads with mountain views and attractive lakes against the backdrop of Mt Fuji. Exiting the Tokyo metropolitan area, the routes will traverse three prefectures to the west of the capital – Kanagawa, Yamanashi and Shizuoka – each with its own distinctive landscape – finishing at the Fuji Speedway circuit in Shizuoka prefecture. The riders will traverse the lower slopes of the iconic Mount Fuji, Japan’s highest mountain, which attracts many thousands of visitors and climbers from around the world every year. They will also follow some of the dedicated cycling routes around nearby Lake Yamanakako, another scenic tourist destination. The final stretches of the course will feature challenging terrain where the outcome of the races may well be decided. Racing will finish with riders completing circuits in and around the Fuji Speedway, a motorsport race track located immediately below Mount Fuji. With each lap, spectators in the ample grandstand seating will see the race finale unfold – be it from a solo attack, small breakaway group or bunch sprint – and cheer the riders on as they make their final approach to the finish line and Olympic glory. | | | Cycling for All at the UCI Road World Championships in Innsbruck-Tirol Elite riders are not the only ones who will be put to the test at the 2018 UCI Road World Championships in Innsbruck-Tirol (AUT): mass participation events will ensure that Cycling for All will also be promoted and celebrated. The roads and trails of Innsbruck-Tirol are renowned for the excellent cycling on offer, with many events held across the region each year catering to cyclists of all abilities. Several such events will take place in the month leading up to the UCI World Championships: - KufsteinerlandRadmarathonon 9 September will take amateur riders on a course close to that of the Men Elite road race. Supported by the town of Kufsteinerland, the event is designed to increase public awareness of road cycling and celebrate the hosting of the UCI World Championships in the region.
- On 2 September, the Ötztaler Radmarathon (238km with 5500 elevation gain) will take place. A challenging one-day amateur mass participation event, the start and finish will be hosted in the region in which the Team Time Trial event will start.
During the UCI Road World Championships, several side events will also be held for the public. - Bike Parade: On 22 September, the first day of the UCI Road World Championships, Austria will celebrate its national car-free day with a Bike Parade travelling through Innsbruck and finishing in front of the Hofberg Imperial Palace, the finish area for events during the Worlds. This festival will be open to the public to celebrate cycling and the start of the UCI Road World Championships.
- Tiroler Tageszeitung Bike Days: On 24 and 25 September,400 school children will have the chance to try a new pump track, as well as BMX and slackline courses, under the guidance of professional instructors.
- KRONE Ride to Höll: On 29 September, riders wanting to experience part of the Worlds course will have the opportunity to take part in the KRONE Ride to Höll. This is a short yet fierce course over 3.2km with a maximum gradient of 28%, that starts in front of the HofburgPalaceand follows the same steep climbs out of the city as the elite riders.
Bike For Europe Tour to visit UCI Bike Cities and Regions The Bike For Europe cycling tour starts on 1 September, promoting the bicycle as a sustainable and active means of transportation, physical activity, and international cooperation with a special focus on social inclusion through sport. Two teams of five riders will ride through Europe and meet in Vienna. With the northern team of riders starting in the Netherlands, a number of UCI Bike Cities and Regions are set to get involved in the Tour. Hosting the riders as they start their journey through Europe, UCI Bike Region Drenthe will take the Bike For Europe team on the ‘Happen, TrappenenStappen’, a cultural bike ride on 31 August. A press conference involving local politicians and VIPs willbe held in the town of Hoogeveen, followed by a bike festival in the town of Norg. On 1 September, as the Tour gets underway, the team will first see the start of the ‘Veldslag om Norg’ professional MTB bike race. Departing at midday, the riders will start their journey alongside Team Drenthe, a selection of the best female cyclists in the region. Team Drenthe will accompany the North Team to the border of the province of Drenthe. On 4 September, the riders reach Hoogerheide at the heart of UCI Bike City Woensdrecht. Welcomed by the local cycling club, they will also visit the local Cycling Academy, which offers various cycling activities to the local community, cycling clubs and students. After continuing the journey into Belgium, the team of riders will arrive in UCI Bike Region Limburg-Valkenburg in the south of the Netherlands on 7 September. The city of Sittard will welcome the Bike for Europe team, which will visit the Tom Dumoulin Bike Park and attend a meet and greet with professional cyclists and recreational participants of the “Ladies Bike Festival”. On Saturday a timed race will be held, after which the team will advance to their next country, Germany. All information on the Tour can be found here. | | SPOTLIGHT ON… THE TOUR OF RWANDA & UEC CHAMPIONSHIPS | | | Tour du Rwanda 2018 – Samuel Mugisha, youngest-ever winnerAt just 20 years of age, Rwanda’s very own Samuel Mugisha won the general classification of the 10th edition of the Tour du Rwanda. Mugisha had to fight until the last kilometre of the final stage of the Tour, pushed until the very end by compatriot and rival Jean-Claude Uwizeye who, along with Valens Ndayisenga, has been riding with the French POC Côte de Lumière team this season. However, supported by the Rwandan national team, Mugisha managed to hold onto the yellow jersey which he had been wearing sincethe end of the second stage, in Huye. Despite his tender age, Mugisha has justified his conversion to professional cycling with Dimension Data for Qhubeka at the beginning of this year. As well as enjoying a string of successful European races throughout 2018, the young Rwandan rider demonstrated his abilities in stage 3 of the Nations’ Cup U23 race Tour de L’Espoir in Cameroon. The Rwandan national team secured their qualification for the Nations’ Cup Final Tour de L’Avenir thanks to both Joseph Areruya’s overall victory and Mugisha’s stage 3 victory in Cameroon. This is the fifth consecutive year that the Tour du Rwanda has been won by a rider from the host country. Mugisha follows on from Areruya in 2017, Ndayisenga in 2014 and 2016, and Jean-Bosco Nsengimana in 2015. The 2018 Tour du Rwanda also saw the resurgence of other riders, such as Algerian AzzedineLagab, who won the first and final stages of the race, the latter on a tough route around the streets of Kigali that included two climbs of the famous Mur de Kigali (named in reference to the Koppenberg in the Tour des Flandres). Its cobbles and gradients make it one of the big attractions of the Rwandan stage race. In 2019, the Tour du Rwanda will become a UCI category 2.1 race. This will elevate the race to the most important on the African continent along with the TropicaleAmissa Bongo in Gabon, with the possibility that professional teams which compete in the Tour de France will participate in Rwanda. UCI Professional Continental Team Direct Energie team has already announced its participation in the 2019 Tour du Rwanda next February. | | | Marta Bastianelli, New European Champion With a tremendous sprint, Marta Bastianelli won the title of Women’s Elite Road European Champion in Glasgow, Great Britain. The Italian, UCI World Champion in 2007, beat the current Champion, Marianne Vos (Netherlands) and the German Anna Brennauer. The race was won in a closely-fought sprint won by Bastianelli, in front of Vos and Brennauer, who the previous day had been crowned individual pursuit European Champion at the Sir Chris Hoy Velodrome. | | | The Union Cycliste Internationale (UCI) launches the new version of its website The Union Cycliste Internationale (UCI) launched the new version of its website on August 28. Meeting the very latest standards, the new website has much more to offer existing and potential fans. As well as its enhanced visual appeal, it also showcases valuable UCI data and statistics, including calendars, results and rankings, and squad lists and team line-ups. This new website is a tool our federation can use to better promote the many varied facets of our sport around the world. Developed in partnership with the Swiss company ELCA, which has also been charged with the creation and development of DataRide – the UCI’s new professional database management system – the website is the result of close collaboration between the UCI’s Communication Service and other departments and services concerned. As you can see for yourself, the UCI web address has changed from “uci.ch” to “uci.org”, though the website can still be accessed using the original address. The .org domain name is more universal than the Swiss extension .ch, and is more readily associated with organisations. We have also made a significant breakthrough in the Chinese market, where as you know, the internet itself and various western social media sites are censored. The UCI is now present in this fast-growing country of nearly 1.4 billion inhabitants thanks to a streamlined version of our website (www.uci-cycling.cn) hosted on the micro-blogging site Sina Weibo, the instant messaging app WeChat, and online video platforms Youku Tudou and Tencent video. As a result, the UCI can now effectively promote its major world championships and China’s leading cycling events to the nation’s cycling fans. | | | |
